Residence

We advise on the Malta Permanent Residence Programme (MPRP) for eligible applicants and their families. It provides permanent residence in Malta and short-stay travel within the Schengen Area, subject to the applicable rules.

The appropriate residence basis depends on your nationality, work and plans for Malta. Our residence overview explains the main distinctions. Citizenship

We advise on Maltese citizenship, including citizenship by descent supported by our in-house genealogical research, registration and naturalisation. Our work begins by identifying the legal provisions relevant to your circumstances.

For questions about citizenship by merit, we explain the legal framework and the evidence involved. Decisions are discretionary and made by the competent authorities; an advisory engagement does not establish an entitlement to citizenship.

Rachel Powell

Dr Rachel Powell is recognised as a rising authority in international law, energy, and environmental regulation. Selected for the U.S. State Department’s IVLP in 2025 and the OECD’s NEXT 2025 Forum, she is part of a global network shaping diplomacy and security.

She was the youngest drafter of the Infrastructure Malta Act and later served as Head of Legal, overseeing compliance on multi-million-euro projects.

Our History

In 2019, following his time in public service, Yakof Agius began receiving frequent requests from both clients, and professionals in the residence and citizenship by investment field, seeking guidance on complex applications. By 2020, these engagements had paved the way for more strategic engagements.

In late 2022, Yakof was introduced to Dr Francis Zammit Dimech. A former Minister for Foreign Affairs and Chair of Malta’s Joint Committee on Human Rights and Equality, Francis brought decades of experience in international law, commercial transactions, and governance.

From their first meeting, it was evident that their working philosophies were aligned: careful, purposeful, and principled.

Today, Yakof Agius & Associates embodies the values upon which it was founded, through practice, not posture — Yakof’s vision, and Francis’s legacy, continue to shape how the firm thinks, works, and advises.
